To find theLightning Horningredient, you will need to defeatLightning Goblins. You can find Lightning Goblins on the first and second floors of theThundering Wastesarea. You will be asked to visit this region when reporting toLiviain her office.

Speaking with Livia will put you on your next quest, which will take you to theGreat Tree Plaza. From there, head northeast pastPhoros Woodlandsuntil you reach Thundering Wastes.
