Shiny Seel has a chance to appear and can be caught upon any encounter. For now, that means finding the Pokémon in the wild and starting an encounter with it, but should Seel ever be included in an event-themed egg hatch or raid, it is likely that the shiny form would be available there as well.

While Seel was featured in a Spotlight Hour, it is not impossible that the Pokémon would return to a future Spotlight Hour. So, fans hunting for its shiny form should keep an eye out.
